Call2Recycle® and the rechargeable battery industry have been actively advocating legislation that formalizes product stewardship for rechargeable batteries in the state of Washington. Call2Recycle believes that legislation ensures a shared responsibility for the end of life disposal of batteries which ultimately improves collections and diverts more wastes from landfills. As a result of their efforts, on January 24, 2013, the Washington small rechargeable battery stewardship act was introduced. If passed, the statewide law would go into effect on January 1, 2014.
Bill Summary
The proposed bill aims to formalize several key principles to enable the growth and performance of rechargeable battery product stewardship programs, like Call2Recycle. These principles, as implemented in the bill, ensure that a product stewardship program:
- Requires collections to be handled safely and in compliance with all appropriate state and federal regulations
- Ensures that collection locations are easily accessible to the public
- Promotes public education to help optimize collections
- Creates a level playing field for retailers, manufacturers and other interested parties
